Station 46089 lies about 85 nautical miles west-northwest of Tillamook, Oregon, beyond the continental shelf in water about 2,360 meters (roughly 7,700 feet) deep. This 3-meter discus buoy is owned and maintained by the National Data Buoy Center and sits far enough offshore that only sea and sky fill the camera's view.

From here, swell and storms moving in from the Pacific are measured before they reach the northern Oregon and southern Washington coast, including the approaches to the Columbia River bar, one of the most demanding bar crossings in the country. Bar pilots, commercial fishermen, ships and forecasters watch its wind speed, gusts and direction, air pressure, air and sea-surface temperature, and wave height and period.
