Toufen is the most populous city in Miaoli County, a county-administered city of about 107,000 people in the far north of the county, right on the border with Hsinchu. It became a city in October 2015, after many years as an urban township. Roughly nine in ten residents are Hakka, and Hakka is heard in markets, temples and family restaurants all over town. The land is a mix of plain and low hills: the flat part belongs to the Zhunan alluvial plain beside the middle course of the Zhonggang River, and the city center has grown into one continuous urban area with neighboring Zhunan, which holds the nearest railway station.
